Citizen Response Program
Nava Keralam – Citizens Response Program Development/Welfare Study initiative will be organised from 1st January to 28th February 2026. Collating ideas /recommendations for development, seeking opinions about development/welfare programs, conduct planning for realising development by understanding development needs and gathering suggestions to make welfare measures more effective, are the objectives. The program will be implemented by utilising the service of members of social/voluntary organisations. The preparations and training programmes for this will be conducted.
A 4-member state level advisory committee and state level execution committee will be formulated for the implementation of the project.
The I&PRD director has been authorised to form committees by inducting officials and experts at the levels of panchayat, municipality, corporation, assembly and district. Dr.A.Jayathilak, Chief Secretary, Dr.K.M.Abraham, Chief Principal Secretary to Chief Minister, K.Jayakumar, Director-IMG and Prof.Saji Gopinath, Professor, IIM Kozhikode are the members of the advisory committee.
The objective is to turn the study report into a useful document for future development, by collecting information about the development needs of each area, shortcomings of implemented projects, gathering suggestions to implement welfare projects more effectively, and collecting opinions/suggestions regarding the implementation of other government projects.
The employees of Pariyaram Medical College, Kannur will be absorbed by the department of Medical Education
Ministerial & Engineering section employees taken over from Pariyaram Medical College will be absorbed by department of Medical Education.
The cabinet meeting has approved the process for absorption of 237 employees. In addition to this, 22 posts will be approved by considering as vanishing category.
The re-option opportunity will be given for one more time to the staff nurses from Kannur Government Medical College who have opted for entry/stand alone.
New sub-jail in Alappuzha
New sub jail will be established in the place in which the Alappuzha district sub-jail had been functioning earlier.
Attakkulangara women’s jail will be relocated
Approval has been given to relocate Attakulangara women’s prison to the old women’s block of Thiruvananthapuram Central Prison without incurring any additional financial liability. Approval has been given for conversion of the existing Attakulangara Jail, which is functioning as a women’s prison, into a temporary special sub-jail with a capacity of 300 prisoners, with the condition that it will be merged with the new prison, which is coming up as per the proposal to establish another high-rise prison in the southern region. Approval has been given also to create 35 temporary posts for a period of three years and appointment of 15 temporary employees through KEXCON to perform the work of Assistant Prison Officer, with the condition that the remaining posts should be filled by allocating additional responsibilities.
Fifteen teaching posts will be created in Wayanad Government Medical College to start super specialty departments
Five posts will be created in Govt. Yoga Naturopathy Hospital, Varkala. Approval has also been given to appoint the remaining necessary posts temporarily through National AYUSH Mission or on contract basis. Medical Officer (Nature Cure)-2, Nurse (Grade-II)-1, Nursing Assistant (GradeII)-1 and Lab technician (Grade-II)-1 are the post to be created.
Micro plan in animal husbandry sector – the recommendation has been approved
The recommendation submitted by the animal husbandry department towards implementing the micro plan which is estimated at Rs.90,16,600/- to support 74 families who were affected by Mundakkai-Chooralmala disaster, in animal husbandry sector, has been approved.
Amendment
The fees for regularising the land being used for tourism purposes will be reduced to 5% of the fair value of the land. To facilitate this, ‘The Kerala Govt. Land Assignment (Regularisation of the Contraventions) Rules, 2025’, which was approved by the cabinet will be amended. The earlier rate of 10% which was applicable earlier has been reduced to 5%. The change has been done as per the recommendation of the subject committee of Legislative Assembly.

To be leased out
The land which comes to 0.8114 hectors in three plots (0.4452 hector, 0.2023 hector &0.1639 hector) comes under survey number 161/1 pt in Idukki village will be given to KSRTC on lease for 10 years, for various purposes at an annual lease rate of Rs.100/- per One Are, subject to conditions.
39.66 Ares land in Ambalathara village, Hosdurg taluk, Kasaragod will be leased out to the organisation named Indian Oil Adani Gas Private Limited for establishing City Gas Station, CNG Filling Station by charging an annual lease of Rs.4,60,695/- for 30 years subject to conditions.

Tender worth Rs.16,92,61,967/- will be approved for the work “NABARD- RIDF XXVII CWSS to Kunnathoor, Poruvazhy, Sooranad North Panchayaths in Kunnathoor Taluk and Thazhava, Thodiyoor Kulasekharapuram Panchayaths in Karunagappally Taluk”.
Tender worth Rs.3,82,93,048/- for “GENERAL-SF 2023-24 Providing BC overlay to Chavara Pattakadavu road from Ch: 5/000 to 9/000 and Sasthamcotta – Pattakadavu road from Ch: 1/200 to 4/800-BC Overlay-General Civil Work” in Kollam district, has been approved.
Tender worth Rs.11,32,77,550/- related to Mundemmad bridge construction work in Trikaripur assembly constituency in Kasargode district, has been approved.
Tender for Rs.21,91,29,647/- for “Jal Jeevan Mission (JJM) – CWSS to Idukki Kanjikuzhi, Vazhathope, Mariyapuram, Kamakshi, Vathikudy and Vannapuram (Part) Panchayaths in Idukki District including Supply and laying CWPM and GM and Storage reservoir cum pump house in Mariyapuram Panchayath General Civil work, has been approved.
