Approved the Recommendation of Finance Commission
The recommendations of the Second Report of the Sixth State Finance Commission are approved with amendments. The report covers local government resource mobilization, borrowing, voluntary fundraising, public-private partnership schemes, and the allocation of development funds and public essential funds.

Pay Revision
Decided to provide salary revision benefits as per order dated 10.02.2021 to 4 L.D. Clerk, 4 Peon / Office Attendant, 2 Peon-cum Process Server and 8 Part Time Sweepers appointed by Employment Exchange to Government approved posts on the Board appointed as Supernumerary post serving in the Chief Office of the Kerala Building Workers Welfare Board and in 14 District Offices

Commission Reorganized
The State Commission for the Economically Backward Classes of the Forward Sections, which expired on March 13, 2022, has been reorganized. Justice (Retd.) C. N. Ramachandran Nair Chairman and Adv. Mani Vithayathil (Ernakulam), G. Rathikumar (Kottarakkara) are also members of the Commission.

Additional Aid
Decided to provide additional financial aid from the Chief Minister’s Disaster Relief Fund to the families of the three fishermen who died in a fishing boat accident on 02.09.2021 near Azhikkal, Kollam. Rs 3,90,000 will be given to each family. The families of Thankappan, Sudevan and Sunil Dutt were earlier allotted Rs 1,10,000 from the Chief Minister’s Disaster Relief Fund and Rs 15,000 from the Fisheries Department.

Land Transfer
Permission is granted to Ernakulam District Collector for transferring 02.1550 hectares of “Poramboke” land to KINFRA for a price quotation of 1.169 crore rupees per acre. This land, marked under Block 9 Resurvey 570/2 in Kakkanad village, has already been allotted to KINFRA.

14 acres of land belonging to Kerala Public Works Department in Kakkanad will be transferred to Kochi Metro Rail Limited on a conditional basis. 17.4 acres have already been transferred to the firm.

Given for Lease
KSIDC has decided to lease eight acres of land in Naduvattam village in Malappuram district for constructing a solid waste treatment plant on a conditional basis for 30 years..

Steps to Facilitate KPPL Operations
Steps will be taken to facilitate the operations of the Kerala Paper Products Limited (KPPL), a paper products manufacturing PSU. It is a revamp of the Hindustan Newsprint Limited company, a centre PSU, which was shut down in 2019 citing lack of profit. 24000 MT forest raw produce from plantations under Forest Department in Thiruvananthapuram and Thrissur districts will be transferred to KPPL. A committee under the Chief Secretary will be constituted to fix the rate for this agreement.

Stamp Duty Exempted
Decided to exempt stamp duty and registration fee of Rs 50,00,470 for registering land Block no: 3, resurvey 187/1 in 80.93 R, of KSIDC in Veiloor village in Thiruvananthapuram for leasing it to Bio Sciences Research & Training Center under Life Sciences Park in Thonnakkal. The park comes under Kerala Veterinary and Animal Sciences University.

Also decided to exempt stamp duty and registration fee of registering land for landless and homeless Scheduled Caste-Scheduled Tribe families by the Disaster Response Fund of Disaster Mitigation Plan.

Decision to Rehabilitate under LIFE
Families living in encroached settlements on Konthuruthy river will be rehabilitated under LIFE Mission. Out of the 122 persons found as eligible for the drive, 56 will be ruled out since they have already been listed under LIFE’s landless, homeless categories. The rest will be included in the new beneficiary list. Approval has been given on a conditional basis to build a housing complex in 1 acre land in Palluruthy village under Cochin Corporation. This comes after the High Court order to rehabilitate the encroached families.

Venture Capital Fund to be Set Up
The Government-sponsored Venture Capital Fund will be set up for promoting startups in Kerala as per the announcements in 2021-22 budget. It is aimed to develop small enterprises and startups for which Rs 1 crore has been allotted. It is expected that Rs 250 crore will be pooled under this.

This will be collected through a joint sponsor venture collectively controlled by either KFC, KSFE, and KSIDC agencies or any finance enterprises controlled by the Kerala government. Start ups either operating in Kerala or dependent on Kerala will get the benefits of this Venture Capital.

Posts to be Created

Approved the creation of posts and upgradation of posts included in the draft rules of the State Service and Subordinate Service of the Unified Local Self Government Department.

It has been decided to create additional posts of 17 Health Inspectors in the Health Departments under Vadakara, Koduvalli, Mukkam, Koyilandy and Farook Municipal Corporations in Kozhikode District.

The post of Director of Finance in Kerala Medical Services Corporation Limited will be created. An officer with the rank of Deputy / Joint Secretary in the Finance Department will be appointed here on deputation basis.

The appointment of SD Prince as Public Relations Officer at Kerala Raj Bhavan has been validated.

Cabinet decided to reinstate the Assistant Manager post under the Department of Industries which had been vacant for four years in Steel and Industrial Forging Classes Limited.

Pay Revision
Cabinet decided to extend the 11th revised pay revision benefits to the State Medical Council and the Kerala Dental Council employees. These benefits have already been given to State Government employees and teachers.

Pala General Hospital to be Renamed
It has been decided that Pala General Hospital would be renamed as “K M Mani Memorial Government General Hospital, Pala”.

Permission to buy Cars
Cabinet decided to grant permission to buy either Premium Honda City or Maruti Ciaz cars for seven Principal District Judges. Permission is also given to rent electric vehicles for use.
