Cabinet approves the draft University Law (Amendment) Bill
It was decided to bring a new legislation to do the needful amendments in various University Acts to enable appointment of eminent educational experts in the position of Chancellor in various universities in Kerala. The cabinet has approved the draft Bill regarding this. The universities of which the respective Acts getting amended include Kerala University, Mahatma Gandhi University, Cochin University of Science and Technology, Calicut University, Kannur University, Sree Sankaracharya University of Sanskrit, Thunchath Ezhuthachan Malayalam University, Digital University Kerala, Sreenarayanaguru Open University, Kerala Agricultural University, Kerala Veterinary and Animal Sciences University, Kerala Universities Fisheries & Ocean Studies, Kerala University of Health Science and APJ Abdul Kalam Technological University. The draft Bill also consists provision to remove the Chancellor on the basis of an inquiry conducted by a former judge either in the Supreme Court of India or High Court, from the post in the event of any serious allegations of indecent behaviour, raised against him.
Young Innovation Program 2022
It was decided to implement the Young Innovation Program 2022, which is the prime project of Kerala Development and Innovation Strategic Council (K-DISC), in collaboration with various government departments, universities and various other agencies.
Hike in the authorised share capital in Hanveev
It was decided to raise the authorised share capital of the Kerala State Handloom Development Corporation (Hanveev) from Rs. 50 crores to Rs. 60 crores.
Teacher student ratio 1:40
It was decided to maintain the teacher student ratio in Kerala as 1:40, in the academic year 2022-23 as well.
Organ Tissue Plant Institute
It was decided to establish an Organ Tissue Transplant Institute in Kozhikode District. It was decided to appoint Dr. Biju Pottakkat, Professor at JIPMER (Jawaharlal Institute of Postgraduate Medical Education And Research), as the Special Officer of the Institute.
Draft Non-Resident Indians’ (Keralites) Commission Act Amendment Bill 2022
It was decided to approve the Draft Non-Resident Indians’ (Keralites) Commission Act Amendment Bill 2022.
Amendment of Kerala Cooperative Societies Act 1969
The recommendations to update and amend the Kerala Cooperative Societies Act 1969, was approved. It was further decided to present the recommendations for amendment as a Bill in the Assembly.
Administrative sanction to establish a Digital Science Park
It was decided to award administrative sanction to establish a Digital Science Park under the Digital University Kerala on an estimated expense of Rs.1515 crores under which Rs. 1175 crores through KIF-B funding (with a clause to restrict it to the sanctioned budget amount) and the remaining amount from other sources including industry partners.
Pay Revision
It was decided to approve pay revision to the permanent employees of Rajiv Gandhi Academy for Aviation Technology, subject to the existing norms regarding this.
Administrative sanction
It was decided to give administrative sanction to acquire 44.156 hectors of land with KIIFB funding and to the Rs.178,15,18,655/- estimate prepared on the basis of fair value for this, to construct the artificial canal (with KIIFB funding) linking the Neeleswaram and Chittari rivers in the Kasargode district as well as to construct the Navigation Lock proposed at Nambiyorikkal area.
Waiver of turnover tax
It was decided to bring out the notification to waive off the turnover tax charged on distilleries as per the KGST Act 1963 and to bring a KGST Amendment Bill in the Assembly to hike the KGST rate by 4%.
Financial assistance
It was decided to sanction Rs.One lakh for the treatment of Vimal R V (S/o Vijayakumar V, Ex.Service, R/o RV Bhawan, Thiruvananthapuram), who is under treatment for Acute Lymphoblastic Leukemia (BALL), by waiving the existing norms about the income limit. This is in addition to the Rs. 2 lakhs sanctioned earlier.
It was decided to sanction Rs.10 lakhs to P Haritha, R/o Anand Niwas, Elamandam, Tengurissi village, Palakkad, whose husband was succumbed to an attempt of honour killing.
