Responsible Tourism Mission to function under society structure
The Responsible Tourism Mission, currently working under the State Department of Tourism would function under a Society structure. The cabinet has approved the Memorandum of Association and Rules & Regulations of the Society. With this, it has become the first if its kind Society owned by the government, which would extend training to local communities in areas such as marketing and other allied facilities towards helping people to start enterprises in the tourism sector.
The Tourism Minister will be the chairman, Tourism Secretary, the Vice Chairman and current Coordinator of Responsible Tourism Mission will be the CEO of the society.
Being a Society, there will not be any hassles in receiving funds from local bodies and other institutions. The co-funding, which had been on the avail from UNDP was discontinued as the Responsible Tourism initiative was not a Society. Functioning as a Society would also enable to curtail the usage of plan fund in the future.
The government had sanctioned 40 posts for the mission in 2017. Functioning as a Society would neither result in creation of new posts nor creation of assets. Hence, additional liabilities won’t be added. However, the organisation will start getting more income as charging of registration fees, consultancy fees, commission from distribution of products and fees for imparting of trainings, are possible under the Society set up. Becoming Society will enable to expand activities to more areas as well.
Currently, 24000 local units are functioning under the Responsible Tourism Mission. They are also getting revolving funds. One lakhs fifty thousand families have been getting income through the Mission.
Approval for the recommendations for projects being implemented as part of ‘Rebuild Kerala Initiative’
In principle approval was given for the recommendations submitted by various departments for projects being implemented as part of ‘Rebuild Kerala Initiative’
Approval was given to the underground sewerage chain in the 54th division of Kochi Corporation, which is attached to the 5 MLD Sewerage Treatment Plant completed in Elamkulam, Ernakulam district. Rs. 63.91 crores will be the cost of the project.
Robotic surgery department will be established by spending Rs. 60 crores in the Regional Cancer Centre and Malabar Cancer Centre. Centres of Excellence in Digital Pathology will also be established at both cancer centres at an estimated expense of Rs. 18.87 crores.
In principle approval was given to the detailed action plan for the second year, for Rs. 49.02 crores, submitted by Health & Family Welfare department towards completing DLI 6 (Disbursement Linked Indicator) under the Resilient Kerala Program-for-Result (PforR) project.
Governor and Ministers to take salute in Republic Day Parade
Hon’ble Governor, Shri Arif Mohammad Khan will take salute in the parade of various Forces on the Republic Day 2023 in Trivandrum. Shri. V. Sivankutty, hon’ble Minister for General Education & Labour will take part in the ceremony along with Governor.

Job for martyred soldier’s daughter
It was decided to give government job to Soumya, D/o Lands Naik (late) Saimon J, who was killed in an encounter at Jammu & Kashmir on 26/04/2000. The appointment was approved by considering the request from Soumya as a special case, which states that it took 21 years to obtain the attributability certificate from army office.
Waiver of sentence
It was decided to recommend to Governor to sanction release of 33 among the 34 prisoners who were shortlisted for special waiver from sentence, as per article 161 of the Constitution. The decision was taken as per the recommendation given by the Committee consists of Additional Secretary-Home, Law Secretary and Head of Jail department.
Compensation
An amount of Rs.One crore & thirty lakhs was sanctioned as compensation for Oonny-vala/Kutti-vala (stake-nets) removed in Ashtamudy backwaters adjacent to Neendakara estuary. The compensation will be given to 38 Oonny-vala/Kutti-vala (stake-nets) owners. The compensation was given on the condition that the Fisheries & Water Resources departments shall ensure that, henceforth, no more Oonny/Kuttyvala (stake-nets) will be erected in the area.
Approval to the Memorandum of Association and Rules & Regulations of the Institute of Advanced Virology
Approval was given to the Memorandum of Association and Rules & Regulations of the Institute of Advanced Virology. It was decided to induct William Hall (Professor of Medicine, University College, Dublin, Ireland/ Senior Advisor, Institute of Advanced Virology), M C Dathan, Prof.M.Radhakrishna Pillai, Prof.Suresh das, Prof.S.Moorthy Sreenivasula, Dr. B. Iqbal and Dr.Jacob John as the government nominees in the Governing Council.
Government guarantee
Rs.100 crores was sanctioned to the State Backward classes Development Corporation on government guarantee for the years 2022-23 and 2023-24 towards effectively implementing the projects of National Safai Karmachari Financial Development Corporation (NSKFDC).
Appointment
It was decided to reappoint S.Anil Das as the Managing Director of Kerala State Warehousing Corporation subject to the relevant norms regarding this.
