In principle approval to establish ‘Work-Near-Home’ Centres
In principle approval was given to establish ‘Work-Near-Home’ Centres in various places of the state, under the aegis of the existing government IT Parks. This will help improving occupational convenience of the personnel working in the IT/ITES sector besides attracting the companies and professionals working outside Kerala.
Such IT spaces will be established with the area ranging from 5000 to 50000 square feet, away from the three existing IT Parks in government sector and by using the current facilities available. The proposed ‘Work-Near-Home’ model is envisaged with facilities such as Plug&Play office, Co-working Space, Meeting Rooms, Conference Room, Training Room, Coffee Lounge/Restaurant, Seamless Internet Connectivity, Wired Wi-Fi, Uninterrupted power supply, Air Condition, Video/Audio Conferencing facility, Front desk with Wireless Printer/Scanner and 24-hour Surveillance & Security. The centres, which will be named as W Room will be identical in look and experience.
The procedure for ‘One and the Same’ certificate simplified
A self-declaration attested by a Gazetted Officer can be used in lieu of ‘One and the Same certificate’, in offices under the Government of Kerala. The issuance of ‘One and the Same certificate’ by Village Officers will continue and same will be given on request of applicants.
House will be constructed for the surrendered Maoist Lijesh
A house will be constructed for the surrendered Maoist Lijesh, under the rehabilitation scheme for surrendered Maoists. The Head of Police, Ernakulam District was asked to identify suitable land for the house in consultation with the District Collector. The District Collector was entrusted with the responsibility to construct the house after identifying suitable land. A Committee will be formed with District Collector, Head of District Police and Panchayat Deputy Director to review the progress of the construction. A maximum amount of Rs.15 lakhs will be sanctioned for the construction of the house.
The government had given approval for a ‘surrender and rehabilitation scheme’ for the Maoist cadres of Kerala, vide an order issued on 28/05/2018.
K-Rail Corporation appointed as Project Management Consultant
Permission was given to select K-Rail Development Corporation as the Project Management Consultant towards preparing the Detailed Project Report (DPR) of the remaining works in the Smart City Thiruvananthapuram Ltd and also for reviewing/supervising the ongoing work. K-Rail Development Corporation, which is a joint public sector undertaking of the State and Central Governments, was selected as the new project management consultant as the agreement between the Smart City Thiruvananthapuram Ltd and earlier PMC M/s IPE Global Limited&JLL, got dissolved.
Appointment to sports persons
It was decided to create temporary and supernumerary posts for the sportspersons who have got temporary appointment in the general education department. Earlier, 16 sportspersons who were retired from active sports were given temporary appointment in the general education department. Permission was given to create 15 temporary posts of clerks, till the occurrence of vacancies for permanent posts or up to a maximum period of one year, towards accommodating 15 persons who were appointed temporarily, with the exemption of one person who was excluded due to involvement in criminal activity. It was also decided to create supernumerary posts for three persons who are continuing in active sports within the offices in which they were appointed.
No objection certificate
It was decided to issue no objection certificate from the government, for entering into the Memorandum of Understanding towards establishing a joint venture between KELTRON and Cresti Defence Technologies Private Ltd, subject to the relevant norms and conditions regarding this.
Legal Unit in KIIFB
It was decided to form a Legal Unit in KIIFB by appointing officials on deputation from the department of Law. The Legal Unit will have a legal officer in or above the rank of a deputy secretary and one legal assistant.
Pay revision approved
It was decided to approve pay revision of the eight employees working in UD-Typist posts in the Kerala Motor Transport Workers Welfare Fund Board, in the UD Typist scale of 35,600-75,400 as recommended in the 11th pay revision of 10/02/2021.
Benefit of Pay revision extended
It was decided to extend the benefit of 11 pay revision to the 23 permanent employees working in the Kerala Shops and Commercial Establishments Workers Welfare Fund Board, subject to the relevant norms regarding this.
Revision of pension
The pension benefits of the retired employees of the Kerala State Pollution Control Board will be revised, subject to the relevant norms regarding this.
Extension of tenure
It was decided to extent the tenure of the three-member commission chaired by C. Ramachandran Nair from 01/01/2023 to 28/02/2023, which was appointed to study and submit report on the special rules and procedures applicable to the purchases/contracts for receiving services, for the police department.
