Dr. V.Venu, is the new Chief Secretary, Shaik Darvesh Sahib Police Chief
It was decided to appoint Dr.V.Venu, currently the Additional Chief Secretary-Home as the new Chief Secretary. Shaik Darvesh Saheb, currently the Head of Fire Force is the new state police chief. The appointments were made into the vacancies arising out of the retirement of the present Chief Secretary Dr.V.P.Joy and the state police chief Anil Kant.

The cabinet has extended gratitude to Dr.V.P.Joy, the retiring Chief Secretary for his commendable services to the state and in return he extended gratefulness to the Chief Minister and ministers for the cooperation given to him in delivering his administrative duties.

6043 additional posts in schools
Approval was given to create 6043 additional posts in the government schools and aided schools in the state as per the staff fixation conducted for the academic year 2022-23. The posts will be created in 2326 schools with effect from 1st October 2022 onwards.

This includes 3101 additional posts in 1114 schools in the government sector and 2942 additional posts in 1212 schools from the aided sector. Among the posts, 5944 are teaching posts and 99 are non-teaching posts. An economic liability of Rs.58,99,93,200/- is estimated for this.

2996 teachers’ vacancies, which were curtailed in the aided sector will be reallocated and 1638 in the government sector will be rearranged to the 6043 additional posts as per the provisions of the KER.

Rs.10lakhs to the family of Nihal
It was decided to sanction Rs.10 lakhs from the Chief Minister’s Distress Relief Fund to the family of Nihal from Muzhipilangad, Kannur who was killed post the attack of street dogs. He was killed in a street dog attack on 11th of this month.

Cabinet subcommittee to collate recommendations for Paddy procurement
A cabinet sub-committee will be designated to consider the issues related to paddy procurement and to take appropriate decisions or submit necessary recommendations. The committee includes finance, food&civil supplies, agriculture, cooperation and electricity ministers.

Amendment in the order regarding self-attestation of certificates
Amendments were made in the government order, which allowed self-attestation of documents/certificates for getting various government services. The government order issued on 7/10/21 had excluded the norm of attestation by notary/gazetted officer and instead approved that the self-attestation would suffice. Now the amendment is brought to make the facility of self-attestation restricted only to the purposes other than those wherein attestation by any specified official is mandatory.

2nd IT building
Approval was given to build a second IT building in the Cyber Park, Kozhikode at the cost of Rs.184 crores. Rs.100 crores for this will be sanctioned from the KIIFB fund. It was also decided to designate the Kerala State Information Technology Infrastructure Limited (KSITIL) as the special purpose vehicle (SPV) for the project.

Office complex
48.8 cents out of 4 acres & 73 cents of land owned by the Kerala Science and Technology Museum will be given on lease towards constructing office complex for the Higher Education Council, subject to relevant norms regarding this.

Amendments in the Criminal Procedure Code
Permission will be given to assistant sessions judges and chief judicial magistrates to hear appeals against the verdicts of first class judicial magistrates. The section 381 of the Criminal Procedure Code will be amended towards this effect. The decision was made as per the directions from the registrar of the High Court. The draft Bill and the financial memorandum regarding this were approved.

Treatment support
It was decided to reimburse Rs.67,069/- spent for buying medicines as part of the treatment of Shahin, S/o Haroon, Arayilakathu veedu, Eranad Taluk, Malappuram, from the Chief Minister’s Distress relief Fund. The department of Health & Family Welfare was entrusted to take necessary steps to ensure continued treatment to Shahin who is suffering from Systemic onset Juvenile Idiopathic Arthritis Disease, a rheumatic ailment.

Bakrid: 29th June declared as holiday
It was decided to pronounce 29th June as public holiday as part of Bakrid this year in addition to the already declared holiday of 28th June. The additional holiday was necessitated as 29th June Thursday was espoused as Bakrid.

KAS can be added as suffix to the name
Approval will be given to the officials entering the Kerala Administrative Service (KAS) to add the suffix KAS to their name. It will be in the pattern of the all India service officers using the acronym of their respective services along with the names. The first batch of KAS officials will assume office on 1st July in various departments after completing the training.

Special government pleader
It was decided to appoint adv. Sujith Mathew Jose, a native of Kaloor, Kochi to the post of Special Government Pleader (Irrigation) as per the recommendation of Advocate General.

Reappointment
It was decided to approve reappointment to P V Sasindran, who was the Managing Director of Kerala State Coir Machinery Manufacturing Company Limited, who was also holding the additional responsibility of the Managing Director of Kerala Automobiles Limited , with effect from 1/6/2023 onwards. The reappointment will be for either 6 months or till the appointment of new managing Director.

Pay revision
Approval was given for the pay revision of employees in 27 posts in the State IT Mission subject to the relevant norms regarding this. The pay revision will be with retrospective effect from 1/4/2020 onwards.
It was decided to implement pay revision in the Kerala State Beverage Corporation based on the 11th pay revision recommendations for government employees.

56 years was made as retirement age
It was decided to amend the rules towards rising the retirement age of the Kerala State Remote Sensing & Environment Centre employees into 56 years from the current 55.
