Kerala Agro Business Company will be formed
The cabinet has decided to establish Kerala Agro-Business Company (KABCO) as per the Companies Act 2013 to build up an effective mechanism for agricultural marketing in the state.
Formation of the company will enable the government to give ample attention to value addition and processing of agriculture products through setting up/coordination of Agri-Parks and Fruit Parks. The company can also act as the agency to look into marketing related aspects of agriculture products with the help of department of the agriculture and to assess/explore market in accordance with the the agriculture production, time to time. A common branding, which propagates the quality peculiarities of Kerala’s agriculture products would also be one of the objectives of the company.
Similar to the model of Kochi International Airport Company Limited (CIAL), the government of Kerala will have 33% stake , farmers will have 24% stake and the agriculture cooperatives will have 25% stake in KABCO.
The Minister of Agriculture will be the chairman of the company and the founding directors will be the principal secretary-department of Agriculture, director-Agriculture and managing director of Kerala Agro Industries Corporation Limited.
Rs.10 lakhs compensation to the family of 5 year old girl who was killed in Aluva
The cabinet has decided to pay Rs.10 lakh as compensation to the family of the 5-year old girl killed in Aluva. The amount will be deposited to the joint account of the parents of the girl.
Treatment assistance
Rs.5 lakh each will be sanctioned to the well-known film directors K.G.George and M.Mohan from the Chief Minister’s Distress Relief Fund.
Independence Day parade
Chief Minister Pinarayi Vijayan will take salutes in the 2023 state level Independence Day parade to be presented by various forces at Thiruvananthapuram.

It was decided to establish a Kerala State Climate Change Mitigation Mission and to create 9 posts to start the functioning of the Mission immediately.
The posts being created includes Chief Resilience Officer, Climate Change Assessment Specialist, Carbon Auditing Officer, Carbon Capture & Utilisation Specialist, Carbon Monitoring & Compliance Officer, Science Content Writer, Administrative Manager, Multi-Tasking Officer and Accountant.
It was decided to create one post of Live Stock Inspector grade II and one Temporary Attendant post to facilitate smooth functioning of the newly opened Goat Farm at Bedaduka, Kasargode district.
Additional posts of 47 Sevaks on a consolidated salary of Rs.25,300/- will be created in the High Court establishment.
Revised pay scale for K.A.S trainee posts
It was decided to sanction a revised pay scale of 77,000-1,40,500 (in Rs.) for K.A.S officer (junior time scale) trainee posts. A grade pay of 10% of the basic pay will also be sanctioned. The economic benefits as per the new salary scale will be sanctioned with effect from 01/07/2023 onwards. In case of candidates selected for K.A.S who are already in government service and draws more than the K.A.S pay scale, the existing scale of such candidates will be protected and maintained.
Extension of tenure
The tenure of V.Sivaramakrishnan, who was appointed as the Chief Executive Officer of Vegetable & Fruit Promotion Council Kerala (VFPCK) was extended for a period of one year from 31/06/2023 onwards.
Government guarantee
Additional government guarantee of Rs.100 crores will be sanctioned to Kerala State women’s Development Corporation for borrowing funds from National Minority Development Finance Corporation.
Exemption from the Store Purchase Manual
Permission was given to distribute Coirfed products to the government/semi-government establishments without tender/quotation. The decision was taken after considering the fact that the products such as coir mats, rubberised coir products (mattresses), cocopeat, compost and coco pots are distributed to government establishments without the tender procedures. The request regarding this from Coirfed will be considered as a special case and accordingly the needed exemptions will be given from the relevant clauses in Store Purchase Manual.
Special rehabilitation package
A special rehabilitation package was sanctioned to the 64 families who are vacated from the 14.5 acres land, beside the Kozhikode International Airport, which is acquired for constructions situated in Pallikkal and Nediyiruppu villages in Kondotty taluk, Malapuram district. Each family will be getting a total of Rs.10,00,000/- as part of the special rehabilitation package including the compensation of Rs.4,60,000/- as per the criteria and an additional amount of Rs.5,40,000/-. This was sanctioned on the condition that such compensation package would not be considered as a precedence for similar cases in future and by admitting that the current one as a special case.
Government will handover unassessed land to build Waste Treatment Plants
Authority will be given the district collectors to handover unassessed government-owned land holdings to build wastage treatment plants. It will be done by considering cases in various places separately and by retaining the ownership of the land with the revenue department. The Local Self-Government Department was delegated with the responsibility to bring out the detailed directive regarding this by holding the required discussions with the Revenue department.
The exemption from stamp charges and registration fees
Giving exemption from stamp charges and registration fees is approved for the registration of land identified in Madikai Grama Panchayat, Kasargode for establishing ‘Different Art Centre’ under the Academy of Magical Sciences. In monitory terms, the exemption comes to the tune of Rs.36,05,745/-. The institution coming up at Kasargode is the one similar to the ‘Different Art Centre, Trivandrum’.
Approval for the draft of Kerala Public Documents Protection & Control Bill 2023
Approval was given to the draft of Kerala Public Documents Protection & Control Bill 2023 aimed at executing the collection, classification, protection, execution and control of public documents in various Kerala government departments, local self-government organisations, state public sector undertakings, commissions and various committees appointed by Government of Kerala.
The Bylaws of Travancore Palace Management Society, Kerala was approved
The draft Memorandum of Association and bylaws to form the Travancore Palace Management Society Kerala (TPS) was approved.
Pay Revision
11th Pay Revision benefits implemented for the government employees will be sanctioned to the employees of Kerala Books and Publication Society.
Draft Bill approved
The Revenue Divisional Officer’s power will be given to an official not less than the rank of a deputy collector to utilise the powers under the Kerala Conservation of Paddy Land and Wetland Act 2008. Approval was given to the draft Kerala Conservation of Paddy Land and Wetland (Amendment) Bill by inducting the aforesaid clause.
